Bring a pot large pot of water to boil. Lightly salt and cook pasta according to the package directions. Drain and rinse with cold water. Put the pasta into a large bowl and set it aside until completely cooled.
In another bowl, add the mayonnaise, sour cream, dry ranch dressing mix, parsley, dill, and the shallot. Mix to combine.
Mix the ranch dressing mixture into the pasta. Stir to completely coat.
Add the crumbled bacon, cheese, carrot, and peas to the pasta and gently combine.
Add salt and pepper if needed and combine.
Cover for at least one hour so the flavors can marry.
Add any garnish and serve.
